Hey! I was wondering if it's just possible to add funds using your mobile number. I have a pay-to-go option where at the end of each month I have to pay a bill just like the majority of other mobile users.

No. This is only way to add money without someone sending you money to your PayPal account by mobile number or email address from their PayPal account.
