I understand that you are encountering a decline when trying to make a payment for the game you're playing, is that correct? I can imagine that must be frustrated when you want to top up your game account and you're unable to with PayPal.
There are some possible reasons for decline listed in this linked article. Please take a look and see if the troubleshooting there resolves the issue. If not, please reach out to Customer Service for additional assistance. Click Contact at the bottom of the PayPal website to reach them.
