My Uber app stopped accepting my payments by PayPal after 2 rides. I rely on Uber heavely at the moment so I'm desperate for an answer.

If the issue is due to the PayPal account, then you need to call the Dutch PayPal support: [removed]. They will be able to help you. I moved from The Netherlands to Australia permanently, so in my situation I had to close my Dutch PayPal and open an Aussie one. It was resolved very quickly.
However, I would firstly call/contact Uber and find out if it's an issue with tax/self employment requirements in Portugal.
