I cannot make payment to UK business account


I have a Japanese Paypal personal account. Yesterday I tried to pay to a UK business account, to which I had made payment succefully before. However, yesterday Paypal message says, "Things don't appear to be working at the moment. Please try again later" and I couldn't complete the payment.


Japanese Paypal Customer Service says my account is working with no problem, I cannot acccess the recipient account, and the recipient's country doesn't  accept payment from Japan. I found Customer Service's answers dissatisfying.


I welcome your advice and opinions.
