November 2021 - You can link a debit card/Visa/Mastercard and then you can change the currency of the card. They will charge you a fixed fee (They charged me $2.50 for a $256 withdrawal to Card, instead of 30+EUR when withdrawing to bank with conversion) which is way better than a 4% or more conversion sc*am

The problem is that that only works for existing recurring subscriptions. Every time you want to do a new payment PayPal will automatically charge you in your local currency forcing you to use their currency exchange.

This issue should be fixed. Paypal users ought to have the option to NOT automatically have their currency converted.
When I get money in USD, it gets automatically converted to EUR without my consent, and they bill that conversion to me, making me lose money.
This is absolutely unnecessary as I often buy services and goods in USD, so I'm effectively forced to pay for conversion twice when it's completely unnecessary at all. Just let me keep the USD on my account, for me to pay with. When I want to transfer it to my European bank account, I'll pay the conversion rate. Otherwise, it's completely unnecessary.

These idiots from paypal steal money that way, there should not be conversion, you pay in usd so you are charged in usd, you pay in euro you are charged in euro and these morons always convert, so obvious stealing money. Where is Elon? Should fire most of them and would be better company.

Paypal is racist, unless you are American, purchasing in USD$ and paying in USD$ with a USD credit card. I am Canadian, so they treat me differently. My USD invoices, they want to exchange at a poor rate to CAD dollars. On a $2,500 purchase, I would lose $180 on the exchange rate with Paypal. I wish to make the purchase in USD$ and allow my credit card company to do the exchange. But since Paypal is racist, they will not allow you to choose your payment currency. Paypal only wants to do the transaction in there way that is beneficial to them.
