How can I get monies back from PayPal that I transfered and never received

I made two transfers and I never received them. So I put them under the category of billing, and they were denied because they weren't a billing dispute. One of them was refunded and then taken back. How can I talk to a manager so I can find out what happened to my money. I can't afford to lose $2400.
