Having trouble sending money because I keep getting denied

new account or new problem ie sent funds before?

funding source being used?

is it confirmed?

does the name and address on the bank or card match your paypal account information?

are you trying to use your paypal balance?

countries/currencies?

have you confirmed your email address?

have you verified your paypal account?

payment type ie friends/family or goods/services?

I posted a question about getting denied and you asked for more details. Everything has been verified. I have sent money to this address before. It has just been denied the last day. All day long
