Fund not received due to CitiBank migration to AxisBank

Hi, Citibank India migrated all its user base to Axis bank. On July 15 the migration was completed. I received one fund on August 4th I forgot to remove my Citibank acount in paypal and add my new axis bank account. It appear the funds has been transferred to my CitiBank account on August 7. Still my paypal activity shows that "the transcation to bank account is completed" but it has been more then 45 days I havn't received the fund to my new Axis bank account or neither the funds was refunded to my client. I created two dispuite none of them help resolve this issue. My bank are helpless. I apprecriate if anyone guide me here. Thanks
