Fraudulant merchandise

I am not writing about a fraudulant charge but fraudulant merchandise.
They were advertised with a known name or almost like it, made claims about the product that are not true. Shappy quality, can't even use, would like the charges reversed. It was completely a bait and switch intention. Charged (9/06), took a long time to get here and cannot be used at all.

The next time I saw them advertised the same way, there were complaints that said the same thing and their credit card reimbursed them. I have never had Paypal back me up on any problem so was hesitant to even report it, but $38.98 could be better used. If there had been a return address, I would have gone that route, but of course, there was nothing.
Please advise me of how to get a return of money here, I would gladly send the lousy product back to the source of purchase.

I do understand that you want to report a fraudulent merchandise. For an unsatisfied quality product you can open a dispute with the seller. Please refer to this article to know how you can open a dispute with a seller www.paypal.com/cshelp/article/help160 . For additional assistance, you can also reach out to the Support Team during business hours by clicking the contact us option at the bottom of PayPal page. If your unable to login or are not in access of your PayPal account, you can connect with us via phone call as "as a Guest" (this does not require you to sign in to your PayPal account).
