Fiverr balance won't go through to paypal

Hello, i hope you're having a good day. I need urgent help, please.
when i try to withdraw my available balance on Fiverr to my Paypal, i get an email that the withdrawal was successful, then a minute later everything is undone and the funds appear as available for withdrawal again, and nothing gets to paypal. i'm in Egypt if that's a factor but i've withdrawn money from Fiverr to that same paypal account before with no issues.
i've tried waiting for 24 hours and again after another 24 hours and it's still the same issue over and over. I've contacted Fiverr customer support and they tried to fix the issue but told me to contact you. I hope that you can solve this as soon as possible, please because it's an emergency here

Do you have an up to date visa credit card confirmed on your paypal account?

I'm having the same problem with preply (i'm also in Egypt) . it says withdrawal attempts are currently being canceled by Paypal.  is that an Egypt thing or just a malfunction?
