Exchange provider paypal instead of my card issuer

On at least my last two automatic payments, the paypal exchange rate was used (the rate is insane btw) even though I went through settings on all my automatic payments and set my card issuer to be used for currency exchange. Luckily, it's not a big amount of money, but it does make me wonder if paypal is intentionally ripping off people or is it something I'm missing.
Where can I report this and ask for a refund, funny enough, not from a seller, but from paypal and ask for these transactions to be processed again using my selected exchange rate provider.
Tried the bot, it couldn't help and couldn't transfer me to a human agent as noone was available apparently.
