Does PayPal offer a feature to hold the payment until the buyer receives the product from the seller (similar to escrow)? I know that PayPal offers a protection plan, but only after a dispute is raised does the status of the payment change to held. My requirement is that the payment should be held as soon as it is made by the buyer and should remain held until the product received is verified. Is this possible?

Also that system could easily be abused.
Paypal is just a payment processor that gives you 'some' buyer and 'some' seller protection, the rest is up to you to risk assess your transactions.
