I keep getting the following message "Things don't appear to be working at the moment. Please try again later." when trying to checkout on a merchant's website. I reached out to the merchant, and they said, "this was not occurring with other customers." However, I was able to make a purchase with another merchant with no problem. What can I do to stop this from occurring?

I understand that you were facing issues while processing the payments. Generally, our security program considers a variety of factors at each transaction/activity to keep you safe. Any activity can often be blocked or declined if we detect any unusual or suspicious activity or not safe for your account in the future. In this situation, I would recommend you to try again at later time.
