EURO to USD exchange rate when purchasing things - arbitrary ~10% lower exchange?

As of writing, the currency calculator in wallet shows an exchange of USD-EUR of 0,9895 meaning $36 = €35,62. This seems to be about the same as the "general" exchange rate visible in google / other websites.
Well, i just did a purchase, paying $35,98 and my bank account is instead being charged €39,28 ("Rate for conversion of e-money 39,21 EUR = 35,98 USD /1 EUR = 0,9176 USD"). So that's just an entirely different and much more steep exchange rate, with no indication as to why. Even what little information i could find on extra fees (https://www.paypal.com/ms/webapps/mpp/paypal-fees) only shows a 4.5% fee, not a 10% fee. And this difference isn't labeled as a fee, it's just a 10% worse exchange rate.
So what's going on here?
