Unexpected exchange fee from CDN to USD when purchasing in Apple store Canada

I made a purchased in Apple store Canada and it should be charged at CDN. But paypal made a exchange to USD to my credits(visa).

Paid with

(VISA Credit Card x-XXXX) $40.77 USD

You'll see "PAYPAL *APPLE.COM/BILL" on your card statement.

Exchange rate

$40.77 USD = $50.00 CAD

1 USD = 1.2264 CAD

And here is an another pay with the same credit card months ago. It was charged at CDN correctly.
