Do I need to add a credit card or bank account so I can only recieve a fund?

I was supposed to recieve a fund to my paypal account and the fund was sent (I have Transaction ID) but nothing was sent, do I need to connect a credit card or bank account so I can recieve?

So, Yes I need to confirm a visa card or a us bank account, thanks for the help, but what about the fund will it wait until I confirm a visa?!

You should be able to accept them up to 30 days post sending.
