Why is there a 2$+ fee for an 8$ transfer?

I'm not american but 2 dollar fee is quite the stretch for an 8 dollar transfer via friends and family.

Fees are in the user agreement for your country.
As the fee is divided into a % + a fixed fee element then if you receive a very low amount of cash then the fixed fee element can make the fee disproportionately high.
Secondly if you received a 'fee' to receive a friends/family payment then they did not send it using friends/family but goods/services.
With a friends/family payment the sender pays any fee.
If you were the sender then its free if you fund the friends/family payment from a bank account or paypal balance, you only pay a fee if you fund it via a card.
Advice is voluntary.
