.Can't withdraw funds from Fiverr to PayPal, the error "Refused by service provider" is written.

Regarding this, I contacted Fiverr's customer service, where they told me the following:
"I reviewed your account and found that the $*** withdrawal is showing as a failure on our end. This means that funds did not go through to your PayPal account, and are on your Fiverr balance.
This could happen for different reasons and I suggest trying again 12 hours after the first attempt. If you're still unable to withdraw please contact PayPal
Please also note that due to security reasons, if you have changed the phone number associated with your account, or changed/added a withdrawal method, you will need to wait until 24 hours have passed to be able to withdraw your funds."
However, after several more attempts to withdraw funds, the problem did not disappear. Therefore, on the recommendation of the Fiverr support team, I am turning to you for help.

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

The payment from Fiverr would not be viewed as a friends/family payment, it would be seen as a goods/services payment which unfortunately you cannot receive.
You still can't do commercial transactions and receive goods/services payments.
Advice is voluntary.
