Can I use paypal if I am from Russia?

Hello I have such a question - can I use and receive and pay on the Internet where it is possible through paypal funds on my paypal although I am from Russia but not to withdraw funds directly because of this conflict, but for example through an exchanger to transfer funds for example to another paypal user and he will simply just transfer for example me to my card?
If the other user is from another country where withdrawal to the user is allowed on this paypal and this user has a card account or some other bank details attached. Can you explain in more detail I would be grateful. Since some sites only transfer to paypal

I told them no because / since the terrible war on the Ukraine.

That is a FACT, they were told no they couldn't use it and why.

I am a man from Russia with math background. Please, let me correct you so far as you have missed a link in your logic chain.

/ since / PayPal made a political decision (you may say just "decision") + sanctions + SWIFT

/ since / war on the Ukraine.

 

So telling someone that he has no right to something "because the war" is:
1. Not polite. Are you trying to judge, saying these words?
2. Not exactly the truth. Meanwhile many other companies still have deals with Russia / my country.

 

So please be specific and don't simplify your answer in a manner that seems close to you. You have to be pc so as not to hurt anyone's feelings. 

 

P. S. PayPal is not so popular in Russia. Almost no one used it, except for people traveling around the world or working outside the country, this is a very small number. Support for the war in general is very low, most people remain silent, no one wants to get a 10-year prison sentence. So when here, on this very site (and many other places too) you see a person from Russia, there is a 95% chance that he does not support this conflict. Because those who do — hardly speak English and despise everything Western, they are basically Russian rednecks, not very smart, not very educated, not very integrated into the global Internet, especially such thing as PayPal, more than half of them are aged.

My information is correct.

 

With the sanctions applied to Russia, you can no longer use a Paypal registered account in Russia.

Me saying you don't have the use of that account is a FACT regardless of whether you think that is fair or not.

 

Whether 'other' companies are dealing with Russia or not has absolutely nothing to do with this thread, we are talking about Paypal and not 'other' companies and you can't use Paypal in Russia....FACT.   

 

Lastly it seems odd if you don't support the war that you take offence at me stating its a terrible war? I think woman and children being killed anywhere and another country being invaded by an aggressor is terrible but correct me if you think that is wrong?

You've been told by several people the way your phrased your response was rude, and yet you still continue, like a kindergartener who always needs to be right, saying something is a "FACT" when it's not, simply because you are not a PayPal rep.

 

The sanctions are stupid in that instead of targeting the government, they create inconvenience for the public who may or may not support the war, therefore, they are useless if the stated goal is the intention. So I would advise that you stop implying regular Russians should be punished because their government is waging a war. If you think differently, then I really have nothing to discuss with you. I hope I have made myself clear.

 

P.S. It looks like it's possible to withdraw money to a non-sanctioned bank in Russia. Thanks for nothing, one would think a person replying to every single thread would at least have this piece of knowledge after almost three years of the war.

Not bothered who it affects in Russia, if it stops funds being received into Russia regardless of who receives them then the sanctions are working, the whole point is to stop money going in to Russia.

 

Yes you can withdraw 'existing' funds but not receive any further payments.

 

Don't care less if you don't like how I phrase my posts just because you don't agree with the sanctions imposed.

Yesterday, I received a payment in Rubles to my US account. So I guess PayPal is accepting Rubles.

Actually, the payer is from Russia, and so it seems that PayPal is accepting payments from Russians using rubles.

Only as far as I am aware Russia is still blacklisted and also found this article updated April of this year.
