Hello I have such a question - can I use and receive and pay on the Internet where it is possible through paypal funds on my paypal although I am from Russia but not to withdraw funds directly because of this conflict, but for example through an exchanger to transfer funds for example to another paypal user and he will simply just transfer for example me to my card?
If the other user is from another country where withdrawal to the user is allowed on this paypal and this user has a card account or some other bank details attached. Can you explain in more detail I would be grateful. Since some sites only transfer to paypal

You can't use your paypal account for anything as paypal along with many other companies have quite rightly blockaded Russia due to their terrible war inflicted on the Ukraine.

That's understandable, thank you for responding, of course. Maybe the paypal people themselves will respond. I would like to know the answer from people who work in paypal more than a detailed form, there is still a way out where you can somehow rephrase it so that the mosquito nose is not sharpened.

You may or may not believe it. Do you think I am not offended and do not feel sorry for the Ukrainian people and people - I have been communicating and communicating with people from Ukraine since my childhood and they like their accent voice is funny for me personally. But I have always been personally for this people even though I am from Russia - This people is more soulful and there is as in ancient times in 10 centuries more humane than now it all looks. I am not trying to prove to you or to suck up to you in any way - you can believe it or not. But I told you the truth. Thank you, of course - but I'm offended and I'm very offended, however rude it may sound. I do not apologize for Russia - let them answer for their actions - I can only answer for myself and I am very sorry for these people.

Then if you agreed with me its very strange that you asked me to re-phrase my comment on the terrible war as you were offended by it.
If you agreed it was a terrible war inflicted on the Ukraine etc then why take offence?

I am not offended by you or your words, but by this situation in general - they don't think about other people at all. Who are we and who are they if we generalize, and although they are nothing without us without ordinary people and their name is nothing. This is not the place to discuss or enter into dialogs or debates on such reasoning if you are talking so shallowly. One of them acted like a schoolboy and the other acted like a schoolboy, as if they were adults, but they act like children - and they didn't deal with each other one-on-one in the ring, for example - but destroyed a lot of people. If you want to prove you are right, so go 1 on 1, whoever defeats the other is right - and you don't need to involve a lot of people and destroy a lot of lives. It's the translator and sometimes he changes my words, so I have to double-check the meaning of my words to make sure I'm not implying anything.

I gave you the reason you were blocked in my first post, you were the one that made a personal comment after that as you did not like it being pointed out to you.
I merely stated you were blocked because of the terrible war on the Ukraine.
I don't have to prove I am right as that is a FACT.

is this paypal or some politicial discussion forum?
should stay on the topic. the question was "if theres still paypal service in russia?" so answer on this, and keep off topic off the talk.
(my political stance doesent care at all here, this is an forum for an financial service site, not a political forum.)
but this entry is one of the first appearing on google, and theres no need to read masses of any political arguing if simply wanna find an answer "yes" or "no".~

They asked whether they could use a paypal account in Russia.
I told them no because / since the terrible war on the Ukraine.
That is a FACT, they were told no they couldn't use it and why.
I would think that was answering the question.
