"We were told ... couldn't use it" / since / PayPal made a political decision (you may say just "decision") + sanctions + SWIFT / since / war on the Ukraine. So telling someone that he has no right to something "because the war" is: 1. Not polite. Are you trying to judge, saying these words? 2. Not exactly the truth. Meanwhile many other companies still have deals with Russia / my country. So please be specific and don't simplify your answer in a manner that seems close to you. Almost no one used it, except for people traveling around the world or working outside the country, this is a very small number.
