Apple declined payment and says "Check PayPal".
Checking PayPal reveals nothing except transaction with "Your funding source will be charged when Apple completes your order" description.
So right now Apple is waiting for payment from PayPal and PayPal waiting for invoice from Apple.
My PayPal account has 2 linked bank accounts both with enough money to complete the transaction.
What do I do?

Please log in to your PayPal account and check that all your details are correct. We cannot complete processing your order until we receive authorization for payment. Your estimated delivery time may change. We will hold payment for your order for an additional seven days. If this is not successful, your order will be cancelled and you will receive an email to this effect. As soon as your order is dispatched, you will receive a shipping confirmation email with the updated delivery details.
