sending money problem: the recipient's status is on hold more than 10days. (transfering money)

Recently, I sent money using paypal to an English tutor in the Philippines from korea.
It's been over 10 days, but the recipient says his money is on hold.

My activity status says "Completed"
I don't see any menu to cancel or release the hold.

I am not a seller so i am not I in a situation where I can enter a tracking number.
How can I resolve this?

If its marked as completed in your Paypal account then you have paid. The fact its pending on the sellers account is between them and Paypal.
Funds for new sellers are held for 21 days but released more quickly if they provide a tracking number (delivery + 1 day).
