I am unsure if I should add the email linked to PAYPAL or use Xoom by Paypal to send money to my friend in Portugal. Someone who can help me

You can use the friends/family option as long as your friend does not have a business account OR xoom.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
