I have had my Paypal account for at least a year now and every now and then I try to make a transaction at Steam or a VPN website but I always crash into this problem. I have seen other forums but the solution is always to go to the profile and cancel the payment from the Pre-approved payments setting but it's not there in the first place. I have never made another payment with Paypal because of this problem. Please help, thank you.
