"Pay & get Paid " Available in Namibia ?

I see there is a new feature on my paypal account called "Pay & Get paid " does this mean that we can receive PayPal Payments in Namibia now or  is it just an "empty" feature ?

Click it and find out but generally Namibia can only buy online/send money.
