my friend sent me 43.00 but when I went in to move the money it is now $41.71 anyone know why

Sounds as if your friend sent the funds using the goods/services option and so you were charged a seller fee.
If they had used the friends/family option you would have not been charged.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
