Due to the relaunch of PayPal Thailand and the use of National Digital ID (NDID) as sole platform to verify users’ identity, non-Thai nationals will not be able to use PayPal Thai personal accounts for the time being.

PayPal is using the NDID platform as a sole means of verifying the identity of customers seeking to use PayPal Thailand personal accounts (including existing account holders whose accounts will be transferred to PayPal Thailand). For the time being, a Thai national ID is required to enroll in NDID (other forms of identification which do not have a 13-digit Thai national ID number, such as a non-Thai passport, work permit, non-Thai Identification card (pink ID), or Thai Permanent Resident Permit cannot be accepted).”
It doesn’t say anything about business accounts, so that could be an option if you are a US citizen using PayPal Thailand.
Never heard of PayPal requiring Form 2555 to accept payments. FATCA and the 1099s is what’s applicable to PayPal for reporting to US or foreign governments. You can find FATCA information here. Form 2555 is something you attach to your tax return, not send to PayPal. Visit the IRS website for applicable use of Form 2555. Please consult a tax adviser with your tax related questions.
