Are you sure the buyer sent the funds? Did you get a fake paypal email? Can you give more info on the transaction type etc.

Have you confirmed your paypal email address and accepted/received funds before?

Have you verified your paypal account?

Have you double checked the email address the buyer used and made sure there were no spelling errors?

Lastly ask the sender what it says next to the transaction in their paypal account ie payment/completed/sent/pending/unclaimed etc.
