help with declined payment into my account

hi guys can you tell me what the likely issue is and how i can fix it when you get this message from someone trying to send money to you "We encountered a minor issue while processing your payment through PayPal. We received an error message stating, "This recipient is currently unable to receive money." any help resolving this would be greatly appreciated! or alternatively if someone can tell me EXACTLTY step by step how to get a support ticket opened that would be great, ive trioed every possibly way without success!

Have you confirmed your email address?
Is the sender sending to the correct email address that is linked to your paypal account without any typos or spelling errors?
Are they trying to send a friends/family or goods/services payment?
Are they sending it in your currency or another?
Advice is voluntary.
