credit card unlink and unable to use balance

so my card(debit card) got unlinked from paypal, and i cant link my bank again also i cant use my balance, cant even use the balance for any transactions.

when i try to use money in the wallet it keeps asking me to add a credit card instead, where i never used one before and dont have one because never needed one.

Welcome to the PayPal Community! I'm sorry to hear you've run into some issues with your financials and with using your balance on PayPal. Even though you may have an available balance in your PayPal account, it's not uncommon to run into Payment declines like this if you don't have a confirmed bank or card on file as well. If you can, I'd recommend adding and confirming a debit or credit card to your account to see if that helps. If you're unable to add the card on file you previously had, I'd recommend trying to add another, or requesting a new card number from your financial institution.
