a buyer was supposed to pay in euros but PayPal "forced" him to convert to usd at an outrageous exchange rate. I don't want usd and I have eur, usd, chf wallets so I don't know what happened. Now im out of pocket and the buyer claims he paid what needed to be paid and it's my problem with Paypal.

Your buyer probably just didn't know how to send in euros.
Did you send him an invoice in euros which would have been the easy way as all he had to do was click on it and pay.
Other then that if he used send money he would have to input the amount > select the currency and then when he clicked to pay it would tell him how much in his currency ie USD would be deducted from bank account or card.
Advice is voluntary.
