Withdrawal to credit card got declined

hello, i am trying to withdraw my money to my visa credit card but it seems like Paypal decline it, I have checked my card and my Paypal name both have the same name. please help

Is the card in date and not expired?

Does the billing address of the card exactly match the address on your Paypal account?
