Why my payments are being put on hold every time ?

I am a cybersecurity researcher who finds and reports security issues to organization via their bug bounty program and in-return I get paid for the reported issues. But my payments are usually being held for 7 days initially now 21 days by paypal, what I am doing wrong ? and how can I get faster payments released from paypal?

I have already gone through all the help links, but those applies to the business selling some goods and accepting payments via paypal. But I would like to know how can I receive my payments faster being a freelance security researcher.

The new seller hold as per link applies to anyone receiving payments for goods and services.
