Why don’t I get the option to send money as goods & services.

Whenever I go to send money it won’t give the option to choose between F&F and G&S. It just automatically defaults to F&F without ever asking me. This is a problem as some people can only receive payments as G&S. Why won’t it let me choose and how do I fix it?
