Why doesn't PayPal use my preferred card for transactions?

I have clearly set the preferred card in my PayPal account.
Yet PayPay still uses the wrong card for transactions and when placing an order through the merchant, I do not always get the option to switch in PayPal.
Why provide the option to choose a preferred card and then ignore that preference?
Is there any solution to this? Should I simply remove all but one card from my PayPal account to avoid auto-selection of the wrong card?

I understand your concern about the payments not getting paid from the preferred payment method. Each time you initiate a transaction, our system runs through a series of filters to locate any possible risk. Occasionally, we must change a payment method if the system notices any pattern associated with higher-than-normal risk. I apologize for any inconvenience this may have caused.
