Why PayPal to Visa Fee is 5$?

Back in the day withdrawing money from PayPal to Visa was free, as I remember... Why do I have 5$ to pay for the fee now?
Did there anything change? 
It's too much in Georgia, Tbilisi especially since I am a student and I pay everything to live. 😞 and here GEL to Dollar is catastrophic currency...

Welcome to the PayPal Community! I'm sorry to hear you're running into a fee for transferring funds out of your account. After a bit of research, I was able to confirm the $5 USD fee is a standard Fee for withdrawing to a debit card.
