You mentioned that there is a deposit from PayPal. Is that a received payment, or a credit issued by PayPal? If PayPal issued a credit or a promotional voucher, it would not typically be transferrable to your outside bank or card. It would be applied to your next purchase. If the funds are from a received payment, they may be held. More information about held payments can be found here.
