WHY is everything being held

I have an open dispute which is Customs Belgium would not let my parcel through because the guy did not pay the tax.

It has been turned around to come back to me. I'm happen to refund his money less postage which I paid for ONCE I receive my goods. I'm tracking the progress and so can the purchaser.

So because of this ALL my sales are being held until I provide a tracking number. I can't do this until I ship then I can provide a tracking number. Why is Paypal doing this ????

None of the reasons the guide has given me are applicable

Thank you for your post, and welcome to the Community Forum! I'm sorry to hear about the situation in which the recipient did not pay the required duties to receive the package, and also that you are experiencing holds on the availability of your received funds.

 

To learn more about why funds might be held, please take a look at this Help Center Article. The requirement of a tracking number to release funds is a common practice, and that is because shipment is required before the funds are released. If you choose not to provide tracking, the funds will be released after 21 days elapses, but shipment before that time is still expected. 

 

Using trackable delivery is important for a few reasons. 

  • Seller Protection in a dispute requires the proof of delivery that can typically only be confirmed with online tracking. 
  • In the event that it becomes necessary to investigate any pattern of non-delivery or any risk of loss to you or to PayPal, the ability to prove delivery may be necessary to prevent or appeal limitation. PayPal needs to know that buyers are receiving their goods consistently.
  • Funds availability holds will last 21 days unless delivery before that time is proven.

Hi Olivia,

Thanks for your reply but it did not answer or provide me with any further insight.

Up until this claim happened NONE of my sales were being put on hold.

Secondly Discogs advises NOT to ship until the funds are cleared.

Dose this mean that ALL m y sales have to wait 21 days before you clear the funds

If this is the case I may as well just shut down now So you lose, I lose, Discogs loses as dose the person trying to buy something ?

Thank you for your reply. It's not possible to know the exact reason. If the system detects some potential risk of dispute/chargeback, holds might begin. There could be other factors as well. I regret that I would not be able to pinpoint the reason why, nor would a representative looking at your account. The determination is made by the system based on several factors, most of which are laid out in the article linked above. All your sales will likely be held as described there until the risk circumstances isolated by the system are sufficiently resolved and no longer a concern.

 

Regarding advice from Discogs, the advice not to ship before the hold is released, from a third party selling platform, would be in opposition to PayPal's requirement, and PayPal's requirement would be the one that would direct your Seller Protection and other applicable guidelines. However it's also possible that there's some confusion and that they're referring to eCheck payments, where, rather than a PayPal hold, it's an uncleared ACH payment. They're rare, but if the transaction history shows that it's an eCheck payment and is not yet cleared, then yes, you should hold the shipment until the eCheck clears. However, a payment held by PayPal for 21 days would require shipment to release sooner, because the funds have already cleared their financial institution to PayPal and are held by PayPal pending delivery.

 

If an item is shipped with trackable delivery, funds will cleared within 24 hours of that proven delivery.

The reply you gave me is NOT EXACTLY TRUE,

I sent a record off and provided you with Tracking and no money was release in 24hours NO I have to then wait until it gets delivered. Then and only then will you release my money. Well that record has been delivered without any issue. But my money still sits in Pending'

So your answer is not correct

The advice given by the Paypal employee that answered your question was CORRECT.

Funds are normally released when tracking shows the item as delivered + 1 day.

That is as long as you use one of Paypals approved carriers.

Why not go and read up on Paypals seller protection policy yourself?

If the money is pending and not on hold and it has an estimated clearance date then it may be an echeque which yes you would need to have to wait for it to clear.

But if the funds are on hold then generally funds are released on delivery + 24 hours as long as you have sent them by a paypal approved carrier.
