Receiving Payments from Clients

I recently started using PayPal for my business to send payments and also receive payments from my clients. All my received payments are being held for 21 days. Do I have to be on PayPal for a certain length of time before the 21 day hold stops? Is there a process for this? It isnt very helpful to my business when my payments are getting held up. Thank you for any insights you can provide.

When the hold (as per link) stops is dependent on when Paypal think you have built up a reasonable seller reputation.
