VA Service Provider payment on hold

Hello, I'm new to paypal transactions. I'm an VA accountant providing accounting services outside it's my first time to bill an invoice through the paypal and my client paid it accordingly. However, my payment was still "on hold" status. My questions are: 1. If I'm a service provider will I abide to the 21 day rule of the Paypal? 2. Can I expedite my status? I'm not a product seller but a service provider. Really appreciated if someone answers this for me. Thank you.

Welcome to the community and thank you for your post!
I do understand your concern with this. When you are new to receiving payments, they can be temporarily placed on hold.
By placing the payments on hold, we want to make sure that there are enough funds in your PayPal account to resolve any issues that may arise with your transactions, such as chargebacks or disputes.
As you are providing a service, you won't be able to provide a tracking number to show proof of delivery. This would mean your funds would be released after 21 days if there are no issues with the transaction.
