Ukraine now can receive funds, but my account doesn't work - Please help

Hi, I am from Ukraine and was using PayPal to purchase things online for years now. But now I have a question, as far as I understand people in Ukraine now can send and receive money is that correct? Well, I am a streamer and used streamelements, today one of my viewers wanted to make a donation, but it failed and it gave him this error: "to comply with international regulations this transaction has been declined" How to fix this? Also I went into my settings and clicked invoices and I see this "As a PayPal Send Only account holder, you are not permitted to receive funds from other PayPal account holders." I don't understand can we use PayPal to send and receive or not?

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link. You can't receive commercial payments.

Also the friends/family option is not available in every country so not every country would be able to send you funds.
