I'm sorry to hear that you are facing issues sending payment. I would suggest you try sending payment from a different device, preferably a laptop or desktop, and switch browsers. If it still doesn't work, check if you have any limitations on your account. If you do have limitations, here is how to remove limitations. 

If you don't see any limitations and still facing issues sending payment, I'd recommend reaching out to our Customer Support teams by clicking "Help & Contact" at the bottom of any PayPal page for further assistance.
