Transferring my money to my bank - "Sorry... DENIED"

I've been using PayPal for years and have never seen this message. It may be due to the fact that I am residing in a new country and have recently (a few months ago) opened a new PayPal account here.  I'm not really sure why that would matter, though.  My old account is back in the USA, and I won't use it much from now on.

 

I've received some funds from friends and (because it's a new account), had to endure the 20 day funds-on-hold waiting period.  Well that's over now, and PayPal on longer shows anything on hold.  That means I can withdraw to my linked bank account, right?  Well, no, Apparently I STILL can't have my money.

 

When trying to transfer some money from my PayPal account to my verified, linked bank account, I get this message: "Sorry about that.  Right now, we're not able to transfer the funds to your bank."

That's it. That's all it says.  No suggestion as to what I should to to resolve the matter.  Not even a "try again later".

 

I am totally flabbergasted.  Did I try to transfer too much?  It was less than $600USD.  I've been able to transfer more than a thousand dollars in the past and never run into an error message.  I am afraid to try too many times with varying amounts.  It might set off some "suspicious activity" alarms.

 

I just want to emphasize that my linked account is fully verified.  PayPal did that thing where they send two microdeposits and I have to check my bank account and report the amounts.  The bank here also said everything looks good to go.  I don't know what else to do.  It would be so cool if I could pay my rent in April and not get evicted.  Does anyone have any ideas aside from calling the helpdesk?

Anyway, I think I might have found the issue.  I called in and they said I must convert my USD balance to the local currency before withdrawing funds to my bank.  This is totally unexpected because my prior account (now closed) never required me to do this.  This must be some new requirement after PayPal re-launched in Thailand.  I'll also note that my Thai brother-in-law has a PayPal account with a USD balance and he does not have to do this conversion when withdrawing funds to his linked bank account.

 

In any event, I just tried it with a small amount, and it did go through.  Which leads me to ask: Why didn't they just say that in the "Sorry about that" message, saving me a lot of grief?  It could save a lot of calls to the helpdesk if the error messages were more informative.
