Welcome to the PayPal Community! I'm sorry to hear you've run into some road-blocks sending money via Friends and Family. PayPal's services may vary from country to country. With that in mind, if you do not see the option to send a transaction via Friends and Family, it's most likely because you or the recipient do not have the option to send or receive funds via PayPal due to the country you or they are registered in.
