Transaction declined due to international regulations

I am trying to make a payment to a sport betting website based in Ontario, but keep getting a message saying 'transaction declined due to international regulations'. My account is verified and a friend of mine used Paypal to make the exact same payment only a week ago. Has anyone seen this and manage to resolve it?

It's not against Paypal's policies, I know of many people who have made the exact same payment I am trying to make via PayPal without any issues.

Welcome! I'm sorry you're running into some issues making a payment to a sport betting site. As @kernowlass stated, there are restrictions on certain goods and services, one of them being "Gambling, Gaming, Prize Draws, and Contests". Specifically, "PayPal requires pre-approval to accept payments for certain services." If your receiver has not accepted prior approval through the proper channels, they may not be allowed to receive payments through our services any more. I would recommend reaching out to the receiver to inquire about this matter further.
