Tracking infomation not required checklist on Add tracking information no longer available?

Hello, i am illustrator that use PayPal as a payment method for selling my work. Me and my costumer using "Goods and Services" during transaction and sent the art digitally. Not physical address.

Usually when i am finished with the art and sent it to my costumer, i always use "order processed" and "tracking infomation not required" during add tracking information to completely end the transaction. But a few days ago, i just realize the checkbox for "tracking infomation not required" is gone and no longer there.

Is this a bug on PayPal side? or there is a new way to complete the transaction without adding actual tracking information? Because again, i am sending the goods digitally to my costumer.
