When I click on my balance and press "transfer funds", there's no option to add money. All I can do is transfer my balance to my credit card or my bank account, but I can't actually add any money to my balance. There's just no button. I've searched everywhere and I can't figure out why, there should be a button but it isn't there.
Not all countries have ability to add money. Instead link and confirm a card or bank account and select a card or bank account as your payment method at PayPal checkout.
