I want to send a payment From a Paypal account to another using Paypal balance and not my bank card

That’s not possible in your country. Any money in the PayPal balance must be automatically transferred every month by PayPal to your Egypt-issued Visa card or US bank account. You may also manually transfer it to your Visa for a $5 fee. You’re not allowed to use the PayPal balance for payments.
