Is PayPal have issue generally I can’t send money from my PayPal balance to another PayPal account since three days

Are the funds cleared and not pending?

Are the funds in the correct currency as paypal do not auto convert within a balance on payment.

Have you marked your balance as your preferred funding source.

Lastly how are you sending it ie friends/family or goods/services and which account 'type' does the recipient have.
